The European Commission has created the Your Europe portal to help entrepreneurs start trading across Europe.  It covers registration rules, employment laws and market research in the different EU member states.  The Eurostat Yearbook is a publication containing demographic trends over the last 10 years, economic data and reports on different sectors across the EU which can help you find an appropriate niche for your products or services.
